Describe the incident placed c4 on my boat. they were the only recon around.

looking at their battlelog loadout, you can see they have c4 equipped under recon.

The screenshot of their loadout doesn't help you here as that can be changed upon death and fairly quickly at that. They will be punished for putting a C4 on your boat however, though two are in the water.
